I am directed by the Comptroller and Auditor General to acknowledge the receipt of your letter dated 21st ultimo calling attention to the system which you say prevails at Hong Kong, in cases of bringing to account, as Revenue,

many only the net receipts, after deducting Expenses, instead of the gross receipts.

I also enclose a copy of a letter which you addressed on the 17th July to Colonial Treasurer upon this subject

In that letter you state that you refer to an order of the Governor of 1873 which appears to sanction this custom but that the custom is contrary to these instructions and you request that the Treasury be strictly complied with in future. In reply, I am to express to you the regret of the Comptroller and Auditor General that you should have addressed this letter to the Colonial Government without previously consulting him upon the points noticed.

He will be always ready to receive your observations upon your letter.
